In my opinion Yes but they have to change some things. Firstly, when you get hit by this item you should lose a little handling where it's hard to turn in sharp corners. Secondly, Once you get hit by this item you should spin out only once. Thirdly, you should get the item in middle spots but should have a low chance of getting them, (Not that this is an example of 8 players in the room), for example 3rd place should have 10% chance of getting the item, 4th place have 16% chance, 5th place have 21% chance  and finally 6th place have a 13% chance

BuzzyBettleGamer9842, you can't just add the item because it's a meme, there is several factors you should consider like it's not always about what item get's added in, it's about how the item get's added in? How is it going to affect the players? Is it useful or not? Is it a punishing item or not? If so how you want to make the item punishing? Think about the questions above about the blooper. Is it really useful? If the item is useful then add it in the game.
