We have troop transports an AT weaponry, we can easily evacuate the city and destory vehicles that attempt an escape. This is not a wise course of decision making.

Ranks can be made unlockable and you can switch between them. There can be a variety of ways to get them such as the forum messages, online racing/arena, beating grand prix, seasonal events, etc. Perhaps some people, under strict moderation requiring validation from moderators, create custom ones but they must be unlocked through a suitably hard challenge that the creator and validator must complete and the validator must deem the challenge/reward worthy enough for it to be added.

Sure, but in official Mario Kart games, it doesn’t do that, and it’s unfair anyway because there’s already time lost, which is punishment enough.

Add Inward drifting bikes to the game and add wheelies so that wheeling and RD are about the same speed
Not possible. And how is programing a wheelie going to make it the same speed as reverse drifting?
I mean it is probably possible but it isn't a great idea to make wheelies same speed as rd because meta would change and such. Still not a bad idea, could be done.

Fun fact: the developers of helldivers made another game series, Magicka. It has one of the best suited dlcs for any game, very fitting for the nordic theme. (It gets better the more you read)
