In my opinion, I think effects for tracks would be great. It could be split into 2 categories: Visual and physical. Visual effects can't be interacted with, but it can be seen. For example, a cave or ghost house track could have a dark effect. A physical effect affects your gameplay/movement. For example, a space track can have low gravity, affecting your gameplay by jumping higher and falling slower. These effects can be triggered by lap overrides too.

1. Being able to unlock more cups in custom multicups and you could set which cups unlock other cups
2. Daily wheels you can get rewards from
3. History of tracks you played instead of just searching them up every time

5. When playing battle mode, add the option to pick your balloon color (the option won't be available if you're playing with teams)

Example of 11: If I was creating a complete mode track and I wanted to place holes over lava, the AI would detect the lava and fill all lava with holes
Example of 16: Multi-based overrides would be like you have to go through multiple zones to activate that override
To add on to some people:
The creator should have the option to make it so that when someone uses the feather, they wouldn't go over a wall
You should be able to choose the music for it and make your own flyover cutscene for custom tracks
