What is editor mode? Sorry I'm new here 
Editor mode is where you create tracks for race mode and battle mode, you can create 2 types: simplified where you create simple and easy races, and complete, where you manage everything and every bit of your custom track. You can share them to everyone on mkpc.

So, the reason I created this was quite obvious. Every member created his own topic for his own news, and usually the news are either useless, uninteresting, non-existent (believe me or not, but there is news topics without any single news) people tend to use them randomly, as a talking area.
I won't be creating my own rules cause this is bullshit, but here you go.
If you ever has announcements to say, come here and announce them. Please try to be at least a little bit useful.

The news are "useless" because either nobody wants to add nice, cool informations to share on this section (which works kinda like a newspapers), or in the case people actually wants to contribute, they either share informations that does not deserve to enter the news section (like personal promo), or just send a youtube link with 2 sentences and expect this to be allowed as an article.
The section in itself is usefull, but the people doesn't know, or does not want to know how to properly use it.

If you go there, you get to place a bet on which team you'll think will be crowned world champions in late June. If your bet was correct, you'll get an exclusive role on your profile. Afin d'accompagner cet événement de prestige, Wargor et moi-même avons préparés un mini-événement sur Mario Kart PC.
Comme d'habitude, un sondage vous est proposé sur la page principale du site afin de voter pour votre équipe favorite. Si vous votez juste, un rôle exclusif vous sera attribué sur le forum.
Petite nouveauté de cette année : un concours de précitions sur le serveur ! A chaque tour de la compétition, vous pourrez voter pour déterminer quelles équipes accéderont au tour suivant. Usually, it's annoying, and I do agree with you.
But in this case, the topic is quite usefull for beginnners and the average player.
It would be better if our friend here posted a more deep anwser like "how can you do this? can I do that?" etc which would bring the topic to an usefull state again.

What criteria are used to determine this?
I think there is no such thing as criteria. However, before doing it, ask an admin in private messages and tell him which topic you want to revive, and see if he's okay with that

Note : (0,0) se situe dans le coin en haut à gauche de l'image.
/balloon : se donner un ballon supplémentaire (ça l'ajoutera dans la réserve)
/balloon N : se donner N ballons supplémentaires

In this game, commands are available. They can be used to discover glitches, secret areas, or just for fun
To launch the commands console, tap 9.

Usually, it's annoying, and I do agree with you.
But in this case, the topic is quite usefull for beginnners and the average player.
It would be better if our friend here posted a more deep anwser like "how can you do this? can I do that?" etc which would bring the topic to an usefull state again.

Bon vraiment... en fait je n'arrive pas à être sérieux donc voilà
Et bien oui un peu, ceci est la preuve que MKPC grandi chaque jour, et que mes efforts pour rendre le jeu attractif (pas que les miens, Wargor, Fways, Link etc ont tout autant fait avancer les choses, mais j'ai quand même eu un impact grâce au compétitif) n'ont pas étés vains!
