Anyway, at the end of the day, Isabelle will do what she wants. But if you want to play custom multicups, you will have to unlock those characters one day.
A lot of the members here are pretty against any kind of hand-holding.

The only one I don't see is Wiggler, which I assume is because Wiggler isn't finished yet? And ofc Peachette isn't here either.

My guy, that's because you did not beat the base game. That's not Isabelle's fault. She just reused the characters to save time. You need to get all the default gold cups & then get a bunch in custom tracks.
