To make my tracks and decors I use piskel, then I use an online image compresser to reduce the file size in order to make more tracks (I plan on making roughly 400 consisting of Nitros, Retros, and Custom Tracks), and for thumbnails I use pixlr E.

A 50 second lap track (not factoring RD or snaking) isn't long, it's actually a perfect length for something like a special track, especially considering special cup tracks are typically 50 seconds in actual Mario Kart games.
