Yeah from what I can tell there's 3 different jumps:
Trick first then Left/Right (small)
Simultaneous Left/Right + Trick (or hold left/right and left go as soon as you trick) (normal)
Hard left/right + trick (wacky launcher)
And neutral trick I guess where you stay on the rail.

Yeah it's not that great and got cancelled a while ago. I'm currently working on what is basically a better version of it with new courses & remakes. You can find the tracks on my profile (actually I can just put it in the description)

Also no it's not Mario Kart World if that's what you were expecting

3DS Mario Circuit is unbeatable

Seems fine to me (besides the last corner on Lap 3 but then again I'm not reverse drifting so idk). The only thing is I think it'd make more sense to have the changes present the entire time? Then as time passes parts of the track start disappearing. Like, how on lap 3 the jumps are there. Where'd they come from? It's not a big thing but that's how Grumble Volcano does it which I assume is the inspiration.

Choco Island 1 doesn't have any items

Tested the others. Wild Woods & Mount Wario are possible (Time Trial Ghosts uploaded, both 150cc) Ribbon Road is definitely not happening.

Which barrier do you mean?
Also Mount Wario is possible backwards
