CHARACTER BUILDING CHALLANGE

I'm putting up this forum post to see who could try to make a character based on the image i'm going to attach to this topic. 1: because I don't think I can actually make this a challenge 2: Because my computer is not capable of making sprites like the ones it needs, and I do not have enough privilage to get some sort of software for it, and 3: BECAUSE SPIKE IS THE BEST GAME EVER!!!

Ok, let me just rephrase the topic- I am looking for someone who is good at making MKPC characters and can make a kart based on the image given all the way up there
