someone made it possible to play it again by making a new nintendo account and downloading the game by going to the restoration disord server (i will not post discord server due to risk of post getting taken down for advertising)

Advertising is prohibited only if it's some sort of adult website like gambling sites or sites with things related to adultery, if you know what I mean.
You can post the discord server for mario kart tour restoration, don't worry
but you can't advertise any 18+ site

is it possible to link a nintendo account to it?
cause i tried using mine but it said the username/password was incorrect even though i know it wasnt
i dont exactly want to start fresh because its gonna take forever to get all the drivers, karts, gliders + the upgrades i had on them all over again

I've been wondering the same thing. I've also been wondering if it's possible to play it through the actual Mario Kart Tour App.

no, you must create a new account on their official site (if you're talking about the Mario Kart Charles one which can be found here: https://discord.gg/Y2Y6DUNF6).
you can't use your nintendo account, therefore everyone is forced to start over. and no, using the original mario kart tour app isn't possible. you must install the new .apk file
