Why was "Describe a Mario Kart Track Very Poorly" locked almost as a soon as it opened?

I was just looking through Mario Kart World on Mario Wiki and Found out there are no Super Circuit Courses. Why would they Exclude Super Circuit? They still need to Remake Broken Pier and Rainbow Road!

There are a few issues though like sometimes the cannon doesn't work

it wont look exactly like that, since im still learning how to make good custom tracks

and, for the track, it's a pretty good WIP track, especially since MKW isnt even out yet
