Copenhagen and Cape town are cities and both of them can be used as examples to disprove this statement. Copenhagen is commonly listed as both the safest and happiest city and I doubt much has changed and your source of information lists Cape Town as the 3rd happiest while it has massive slums and the population there seemed much more unhappy than in Copenhagen, from my personal experience. This would imply that your source of information is simply inaccurate and likely has bias or doesn't take certain groups into account.
