how to make good art?

i was wondering how ppl make sutch good art for tracks (especially rainbow roads) what do u use?

I personnally use paint.net, and most of the best track makers use that too

I use pixilart, a website, but it's certainly not the one to use for good art. Many people use paint.net, but there are other websites too that can be used.
