Green means good
Teal means should move to a different cup
Blue means change location in cup
Orange means unlikely
Red means impossible
Shell Cup :
SNES Koopa Beach 1: this is because it’s too big of a cup jump, especially to start a cup. It may be easy but starting shell cup with a star cup track is too much
GBA Riverside Park: right difficulty and hasn’t been remade before
DS Desert Hills : already been remade and there are still multiple options for DS tracks
3DS Cheep Cheep Lagoon: right difficulty and hasn’t been remade before
Banana Cup :
N64 Mario Raceway: it’s been remade but since N64 has 1 track left, it makes sense. However, they would probably use a track remade in DS and also not put a flower cup track here, since this is used by star cup but mainly mushroom cup
GCN Luigi Circuit: already been remade and there are multiple GCN options
Wii Toad's Factory: challenging mushroom cup track that deserves to be here and hasn’t been remade
WiiU Toad Harbor: should be moved into track 3 of leaf cup since that normally holds flower cup tracks and this track overalls with the toads factory in this cup

yes but the track is still there, I just moved it to a better place. I would be fine with star cup to end with shell cup but not start. Also it overlapped with cheep cheep lagoon a bit.

Obviously KB2 would have been in Leaf or Banana but seriously learn how to read, I wrote KB1 and KB1 is super easy and it doesn't got any remake conteary to KB2
I know but it doesn’t fit as a mushroom cup starter track, and if it was in the 3rd position, then there would be 2 water tracks in a row.
