I wish that was the case, but that would be quite hard to make interesting with Tokyo blurs layout but here is how that could have worked (I know it is unrelated to the topic but it is related to what you said) Lap one would be like Tokyo blur 4 other than going to the start line instead of going up the bridge. Lap 2 could consist of going through the tunnel backwards and going through the bell thing (whatever that is meant to be) and lap 3 could be Tokyo blur 4
They could have done :
L1 : Normal turn
L2 : Sewers
L3 : Building
