Tour is still going to be the biggest Mario Kart once the series ends, unless if they made a Mario Kart Tour 2 or something. They're clearly waiting on a new console for the next game, so I'm gonna say no, Mario Kart 10 will be bigger. Than 8 Deluxe, of course, nothing will ever touch Tour content-wise.

No. The only reason the Pass exists is because they have a ton of Tour models they could easily include to their second best-selling game of all time. It just feels like we're missing so many great courses, but somehow still getting alot of great courses at the same time.
Airship Fortress, Dry Dry Ruins, Banshee Boardwalk, all could've made it. But, Waluigi Pinball, Yoshi Island, Singapore Speedway, Ninja Hideaway, Mushroom Gorge??? Still AMAZING! There's too much awesome tracks to get all in, which is really unfortunate. Ah well, there's always next game.

In any case, the Pass itself is bittersweet. They're are so many tracks in Tour that people really wanted in, yet, what we actually got is still amazing.
Yeah, Luigi Mansion, Airship Fortress, Dry Dry Ruins, so much other awesome stuff that got ignored. But the tracks we did get are awesome too. And as much as a Second Pass would help that, it's far too late for it to happen. It's really sad.

First, I posit you this: all of the 48 tracks are the Tour models redone. They are all Tour tracks.
Second, Tour is an online game. Once te servers go down, that's it, it's over. They need to preserve this effort somehow.
Third, they've been doing retro tracks since 2005. Just because the Pass has a bunch of Tour tracks doesn't mean we're missing out on retros, just means we'll get them later. Nobody had an issue when they put Shy Guy Beach, Yoshi Falls & Ghost Valley 2 in Wii, we just got the rest in the next game, it's the same thing here.
Fourth, Tour is the biggest Mario Kart game, ever. It'd be statistically impossible to not have the majority in future.
Fifth, they aren't gonna just stop making Tour tracks. Be happy that there are only this few, because 2024 & 2025 are still gonna have new ones. Mario Kart 10 will suffer too.

2. You specifically said "cities". The Bathroom Course is still coming, & we still have mobDK to include. Wave 6 might have 5 Tour tracks....

Yep! Waves 1-3 had 2 cities, Waves 4-6 will have 3 cities. We know 3 of the 6
Los Angeles, Vancouver & Athens
And datamined 2 more
Madrid & Mumbai
Don't have anything solid for the last one yet, besides a massive ID gap between Paris Promenade & Singapore Speedway, So the city will be somewhere between Pb-Sg(First 2 letters).
Obviously Tour will still be doing a year or two after the BCP, but I doubt anymore cities are coming after our mystery one(Madrid is the last Wave 5er, Mumbai would be too redundant with Bangkok in back-to-back Waves). So we only need 1 more!

But the fact that Daisy Circuit got the spotlight this wave when the Tour tracks where the spotlight in all the rest tells me that Daisy Circuit is what replaced Pipeline, and RiW was always the mystery track.

She's tied for oldest Tour character with Pauline, so she's easiest to adapt.

For me?
1: Female representation is always good
2: They seem to be replacing majority of the VAs, and the fact that there's a Peach game next year makes me think that Samantha is gonna "close her own show" with it. So they took the one instance of her actual voice(for those who didn't know, Peachette is her real voice) & are memorializing it through this game.

That fits with the Switch's theme in general: Old endings & new beginnings.
Odyssey is the last 3D Mario like the old games. They said they wanted a new direction for the future.
Tears of the Kingdom is the end of this part of Zelda, signifying this with the emphasis on the sky, like the beginning, Skyward Sword.
Star Allies is self-explanatory, that part of the story is over. Forgotten Land starts 3D Kirby, new story.
Samus is finally done with the Metroid/X/Chozo and looking for a new bounty, for real this time. The devs have promised Metroid 6 will be a new era.
Wonder is also self-explanatory. New beginning,=.
Splatoon 3 is the end of the Octarian-Inkling War. Splatoon 4 will be different story-wise.
Xenoblade 3, Bayonetta 3, Smash Bros. Ultimate.
It's either been wrapping up a segment, or moving on.
Not to mention the new VAs joining the team.

All this is to say that they're probably showing their appreciation for her before she bows out.
Popularity wise, Samantha has always been in Kenny & Charles' shadows, even though her characters are just as important.
But hey, that's just a theory.
