En gros un placeholder c'est comme un model qui ne vas pas être le véritable projet final. Dans ce cas là, le circuit "???" signifie qu'il va bientôt être remplacer avec un autre circuit qui sera cette fois un vrai.

I may not be the one who created it, but the creator, which is Pixel, told me that it was a Placeholder track. It is not a reason to say "just bad". Try to understand the context before judging.
