I can confirm this is a fake claim. I just checked the 150cc Leaderboards for Mario Circuit 1, and it's still 19 seconds.

In Mario Circuit 1, at the 4 pipes, prepare a super drift, and land either a normal or super drift. Then a small bit after with the huge gap, pull a drift and use your mushroom immediatley after releasing your drift.
