POW Block was OFFICIALLY ADDED in Mario Kart PC on September 28th and removed on December 16th from all the standard Item Distributions due to a balancing problem (and being too similar to the Shock Item).
Which means that you can still enable it in Custom Item Distribution including Challenges.
