There were too many complaints about it. It was removed from every item distributions but you can still enable it in the Custom Item Distributions

When making a custom item distribution, the pow plock is all the way to the far right. Just add the numbers you want and it will appear in races

POW Block was OFFICIALLY ADDED in Mario Kart PC on September 28th and removed on December 16th from all the standard Item Distributions due to a balancing problem (and being too similar to the Shock Item).Which means that you can still enable it in Custom Item Distribution including Challenges.
