The only thing that makes the POW block useless is in first place because it does absolutely nothing once in first place.
Not necessarily, if you use a POW in first just before someone else uses POW then you can dodge since only one POW can be active at once. It’s rare but not completely useless

You can completely dodge it with a ramp, but with a hop you can take minimal damage
Good hop = 1 spin
Bad hop = 2 spins
No hop = 3 spins
